I think the author must have a very rosy view of robot technology as Klara was the character who revealed Christian traits.

I think he views technology in a neutral way which can either by useful or harmful depending on the motivations and behaviours of those that develop it.

I agree it is a neutral view. But technology is a creation and the developer has an agenda. A developer has biases.
